How does this work?

I am not sure how this works. Where is the explanation? Thank you.

The next ride starts at sunrise Mar.1 (where you live) and ends at sundown Mar.31. John Teeter is the ride manager. Send him an email (see below) and tell him you want to sign up. He does not have the main page up yet but you will get a link to your vet card soon.
